History and Background
The Orange County Transportation Authority - Mr. Phillips has been in the infrastructure and engineering field in Southern California for over 20 years. He began his professional career at the Orange County Transportation Authority as an Assistant Planner and Project Manager where he wrote Requests for Proposals and managed consultant contracts. After spending eight years in the public sector, Mr. Phillips moved onto the private sector where he worked as a freelance consultant for three years before joining HDR Engineering as a Project Manager working with their Transportation Business Group.
HDR Engineering - While at HDR. Mr. Phillips worked on a wide variety of projects across business groups. In transportation he had the opportunity to work in the states of California, Utah, Idaho, and Alaska. He also had the opportunity to spend time working with the environmental business group to respond to EIRs/EISs and as a manager assisting with the design and construction of fiber optic projects in Southern California. HDR allowed Mr. Phillips to work on numerous Civil Engineering projects and provided him the opportunity to manage his first Site Civil project for the expansion of Theo Lacy Jail for the Orange County Sherriff’s Dept. Mr. Phillips spent approximately five years with HDR.
CH2M HILL - Mr. Phillips was then asked to join CH2M Hill as a Transportation Planner and Project Manager. While at CH2M Hill, Mr. Phillips has been fortunate enough to have managed and worked on a wide variety of projects across business groups and in locations outside of Southern California. Mr. Phillips continued to work on and manage civil engineering and other related projects. Specific roles of interest within CH2M Hill included: Governmental Affairs Liaison, Project Manager various Caltrans projects, Quality Assurance Manager SR-57 Freeway Widening Project, Utility Coordinator on Foothill Transportation Corridor South, Transportation Planner helping to prepare various environmental documents for NASA, Project Manager for Traffic Light Signal Prioritization Projects in San Diego and Adaptive Traffic Control System projects in Los Angeles County. Mr. Phillips spent a total of six years at CH2M HILL before leaving to start his own company in the latter part of 2009.
GCM Consulting Inc. - Mr. Phillips is presently with his own company that he started with his wife Carol in July of 2007. GCM Consulting Inc. is a California State Certified Woman Owned Business/Small Business Enterprise specializing in providing Project Management, Business Development and design services to the architectural and engineering industry. While under contract to PQM Inc. Mr. Phillips acted as the Quality Assurance Manager for the I-405 Freeway Design Build project that was lead by HNTB/Kiewit for LA Metro. GCM is also providing Business Development and technical design services for various clients in Southern California.
PQM Inc. – As part of PQM Inc. Mr. Phillips assisted as the Quality Assurance Manager for the Crenshaw/LAX LRT Design Build Document Preparation project under contract to Hatch Mott MacDonald for LA Metro.
